What Is an STR?
An STR (Short-Term Rental) is any property (or part of a property) that is rented out for less than 30 consecutive days. This includes popular platforms like Airbnb, VRBO, and Booking.com, as well as private vacation rentals.
Houston’s New Short-Term Rental Ordinance
The City of Houston adopted its first STR ordinance on April 16, 2025, and enforcement is rolling out in phases:
- October 1, 2025: Houston’s STR registration portal opens. All operators must apply for a Certificate of Registration.
- January 1, 2026: Enforcement begins. Any unregistered STR could face fines.
Key Houston Requirements
- Registration fee: $275 + administrative fee
- Hosts must provide:
- Property address & ownership details
- 24/7 emergency contact
- Proof of Hotel Occupancy Tax (HOT) registration/payment
- Booking platforms used
- Signed authorization if the operator isn’t the property owner
- STRs cannot advertise as event venues
- Violations can result in fines of up to $500 per day and even revocation of registration

Galveston’s New Short-Term Rental Rules
Starting October 1, 2025, Galveston will take direct control of STR registration and Hotel Occupancy Tax (HOT) collection.
Key Galveston Requirements
- Annual registration & renewal fee: $250
- Each property gets a Galveston Vacation Rental (GVR) number that must appear in all listings
- Failure to register or pay HOT may result in fines of up to $500 per day (Class C misdemeanor)
- Additional city rules cover noise, parking, and neighborhood notifications

What This Means for Houston & Galveston Hosts
If you’re already hosting or considering buying an investment property:
- Register early: Don’t wait until January 2026 for Houston enforcement.
- Budget for fees: Both cities now require annual fees.
- Stay compliant: List your STR legally, display your certificate or GVR number, and pay HOT.
- Avoid penalties: Noncompliance can mean daily fines, loss of your listing, and legal action.
